RE: Does Virtual Private Network(VPN) offer network security?
Well you can never be completely secure when browsing the web, but Yes VPN do offer very good security. When using a VPN you connect to the internet via a server run by your VPN Client. All the network traffic is encrytped so your ISP or anyone else cannot see what websites you visit except your VPN provider. Some VPN's also allow you to 'spoof' your geolocation. But when choosing a VPN make sure they don't save logs of browsing history, that some what defeats the purpose of VPN use, as government for example can ask for those logs.

I take it when you said 'other type of network', you mean just connecting to the internet normally, Well firstly your ISP (and government) can see all your network traffic and if your using Public WiFi at a coffee shop for example, it wont be very difficult for any private individual to see ur data.

In most cases VPN providers will direct you to their website and you can download an .exe file and install the program, once thats installed, it should give you a simple connection option or allow you to choose a server from a provided list and connect to that.

A virtual private network (VPN) is a technology that creates a safe and encrypted connection over a less secure network, such as the internet. VPN technology was developed as a way to allow remote users and branch offices to securely access corporate applications and other resources.
Transport Layer Security (SSL/TLS) can tunnel an entire network's traffic (as it does in the OpenVPN project and SoftEther VPN project) or secure an individual connection. A number of vendors provide remote-access VPN capabilities through SSL. ... Multi Path Virtual Private Network (MPVPN).
